New York legislative leaders reached an agreement on a proposed $140 billion state budget over the weekend that would reduce taxes on manufacturers. The tentative budget deal, which is expected to come up for a vote Monday, also includes a $1.1 billion increase in education aid plus a commitment to invest $1.5 billion into universal pre-kindergarten over the next five years. More
